About SAE

SAE Logo

We are a behavioral health consulting firm comprised of a broad range of clinical and executive content experts dedicated to helping agencies and providers sustain and grow their services to improve access to care and equity for vulnerable populations. We help clients achieve their goals through successful funding strategies at the local, state, and federal levels.

We specialize in mental health and substance abuse program development on behalf of clients who engage with the most at-risk populations across the life span, including the homeless, children and families, people coming out of prison, and those impacted by co-occurring mental illness and substance abuse, including veterans.

Our innovative teams-led approach to increasing health literacy and improving health integration and access for vulnerable populations nationwide provides a client-facing, human-centered, integrated care approach to the human services organizations and agencies we work with.

Steve Estrine, Ph.D., Founder and President of SAE, brings the mentality of a 15-time NYC marathon runner to the company profile.

His more than 45 years of experience as a high-level administrator, strategic planner, and mental health and substance abuse program developer for the most vulnerable, at-risk populations across the life span has yielded millions in grant funding for programs serving the needs of these populations of care.

 

SAE (the business) was incorporated as SAE & Associates, LLC in September of 2005. Today, SAE embraces our new identity as SAE Behavioral Health Consulting, DBA (SAE BHC).

Our Team

Steven A. Estrine, PhD

President & Chief Executive Officer

Steve Estrine, PhD, is the founder and president of SAE. He has more than 45 years of experience as a high-level administrator, strategic planner, and mental health and substance abuse program developer for the most vulnerable, at-risk populations across the life span. Dr. Estrine has held positions as Director of Adult Psychiatric Services of the New York State Office of Mental Health, Director of Public Sector Psychiatry at New York Presbyterian Hospital, and Director of Program Development at North Shore-Long Island Jewish Health Systems. His guidance has yielded millions in grant funding for programs serving the needs of those who are homeless, coming out of prison, and/or impacted by co-occurring mental illness and substance abuse, including veterans. His innovative approaches to increasing health literacy and improving health integration and access for vulnerable populations have been an asset to human services organizations and agencies since 2007. He is also the editor of Service Delivery for Vulnerable Populations: New Directions in Behavioral Health, published in 2011 by Springer publications. Dr. Estrine is a marathon runner, completing 16 NYC runs.  

Zillah Glory

Chief Of Staff

Zillah Glory brings 23 years of communications-related experience and technical proficiency aggregated across a spectrum of business models that include leadership roles in not-for-profit arts organizations to online healthcare communications, website design, and small business marketing and development. She is keenly interested in humanizing the experts by leaning into whole-systems collective action to eliminate barriers in understanding –  prioritizing the points of view of those struggling to gain access and expanding pathways to cohere, support, and funnel necessary care and knowledge where it is most needed and, ultimately, most effective.

Rhonda Bohs, PhD

Director, Operations

Rhonda Bohs, PhD, has over 25 years of experience in conducting research and program evaluation including serving as the lead evaluator for multiple SAMHSA-funded initiatives. Additionally, Dr. Bohs has served as Site Investigator activities in the NIDA Clinical Trials Network and as Co-Principal Investigator on a P20 Research Center grant in collaboration with Florida International University and funded through the National Center on Minority Health Disparities. Dr. Bohs received her M.S. degree in Research and Ph.D. in Applied Experimental Psychology with an emphasis in Social Psychology from Saint Louis University. She has conducted research and program evaluation in health disparities, as well as program evaluation in hospitals, community mental health centers, health departments, community based organizations, and business settings. 
Throughout her career, Dr. Bohs has developed an expertise in implementing and evaluating programs targeting special populations, hard‑to‑reach populations, and in developing and implementing systems of care strategies within community based organizations, and integrating behavioral and primary health service delivery systems. | rbohs@saebhc.com
